INTRODUCTION:
This Department deals with among others Recruitment and Training of Local Government Staff, handling of merger of services, Confirmation of Appointment, re-instatements, re-engagement,transfers and normal posting of Staff.
TRAINING:
Is defined as an educational process where People can learn new information, re-learn and strengthen existing knowledge or skills and most importantly have time to think and reflect on what new techniques and ideas can help them to develop their efficiency at work. Effective training are believed to provide relevant and useful information that equip participants and develop their skills and behaviors for improvement of thier respective workplaces. It is in view of these, that the Commission strove hard during the year under review to ensure that adequate knowledge, skills and professional know how were impacted in Local Government employees so as to enhance their development and improvement on their performance for effective service delivery.
IN - SERVICE TRAINING COURSES:
These are courses offered across the country in various institutions of higher learning which cover a period of between one to four years (1-4). During the period under review, the commission sponsored one hundred and seventy three (173) of its staff to studying various Courses in institutions across the country.
WORKSHOPS, SEMINARS AND CONFERENCES:
Other training in form of workshops, seminars and conferences were also considered as most relevant and important in improving the capabilities of our staff. The focuses of these levels of training were basically geared towards service delivery by our staff at the grassroots. The commission also frequently organized refresher courses with a view to improving and equipping its staff with modern techniques in service delivery. During the period under review a total number of twenty five (25) different Workshops were organized in conjunction with the state Manpower development institute (MDI) and other selected consultants for improving the knowledge of our staff at the various Local Government Councils across the state.
SAND-WITCH COURSES: In consistence with its policy of ensuring that training are given on most deserving and relevant fields of human endeavor as it relates to rural development, the Commission in conjunction with two institution in the state, i.e Bilyaminu Usman College of Agriculture, Hadejia and the School of Health Technology, Jahun, organized the following sandwich courses.
Sponsorship and training of fifty four (54) forest Guards at the Bilyaminu Usman College of Agriculture, Hadejia. The programme was meant to equip the participants with the knowledge of how best to improve on agricultural programmes meant to protect and preserve forests and natural reserves in various Local Governments. The course was also aimed at imparting new techniques of raising seedlings and tree planting for the establishment of shelter belts and other protective planting across the State.
At the School of Health Technology, Jahun, fifty four (54) number of Local Government staff were trained as sanitary inspectors. The course was basically introduced by the Commission in order to bring back the lost culture and value of our Sanitary Inspectors, whose roles were mainly on better hygiene and environmental cleanliness. The course is preventive in nature and is in line with the state Government policy programme on environmental cleanliness.
