SCHEDULE OF DUTIES AND RESPONSIBILITIES.


SHEDULE OF DUTIES AND RESPONSIBILITIES :


  • (i). OFFICE OF THE CHAIRMAN

  • The Chairman is the Chief Executive of the Commission. He is the Chairman of the full commission meeting. He is to be assisted by the Permanent Commissioners during his absence.


  • (ii). OFFICE OF THE PERMANENT COMMISSIONER I

    1. Administering all matters from the following Local Governments; B/Kudu, Buji, Dutse, Gagarawa, Gumel, Gwaram,lahun, Kiyawa and Miga.

    2. Issues related to the above Local Governments are channeled through this office.

    3. He is the Chairman of the training committee.

    4. Any other responsibility assigned to him by the Chairman of the Commission.


  • (iii). OFFICE OF THE PERMANENT COMMISSIONER II

    1. Administering all matters from the following Local Governments; Auyo, Birniwa, Guri, Hadejia, Kafin Hausa, Kiri Kasamma, Kaugama, Malam Madori and Maigatari.

    2. Issues related to the above Local Governments are channeled through this office.

    3. He is the Chairman of the Annual Report, Calendar & Budget committee.

    4. Any other responsibility assigned to him by the Chairman of the Commission.


  • (iv). OFFICE OF THE PERMANENT COMMISSIONER III

    1. Administering all activities that, comes from the following Local Governments; Babura, Garki, Gwiwa, Kazaure, Ringim, Roni, Sule Tankarkar, Taura and Yankwashi.

    2. Issues related to the above Local Governments are channeled through this office.

    3. He is the Chairman of the Posting and Appointment committee.

    4. Any other responsibility assigned to him by the Chairman of the Commission.


  • (v). PART-TIME COMMISSIONERS

  • The Part-time Commissioners functions include but not limited to attending all full Commission’s meetings and any other ad-hoc assignment that may be given to them.


  • (vi). OFFICE OF THE PERMANENT SECRETARY (IMPLEMENTATION DIRECTORATE)

  • The office of the Permanent Secretary is responsible for coordinating the secretarial functions and the running of affair of the Commission. Duties of the Permanent Secretary includes being the:
    1. Chief Administrative adviser of the commission and responsible for the implementation of all decisions taken by the Commission, invariably, he is the defacto image of the commission to the outside world .

    2. He is the Accounting Officer and administrative Head who supervises the overall functions of the commission and implementation of directives from the Chairman's Office and Permanent Commissioners.

    3. All communications to the Commission are forwarded to the Chairman and the Commissioners respectively, who in turn passes same to the office of the Permanent Secretary for proper analysis, due process and implementations.

    4. He oversees all Departments through their respective Directors.


  • (vii). STAFF OF THE COMMISSION

  • The Commission's Staff are mainly drawn from the Office of the Head of the state Civil Service, the State Ministry of Finance and Economic Planning on posting. There are also regular Staff that were recruited by the commission, while some staff were sourced from the local government councils on loan, transfer or secondment.


  • (viii). STANDING COMMITTEES

  • For the purpose of easing administrative processes and procedural accountability, and probity, the commission set up the following as its standing committees:
    1. Training Committee.

    2. Posting Committee.

    3. Management Committee.

    4. Calendar and Annual Report Committee.


  • (ix). ADHOC COMMITTEE

  • The ad hoc committee of the commission functions mainly on emergency situations and it is usually disbanded at the end of such assignments. The ad hoc committees normally set up are those of purchasing/ procurement and Inspection / Technical.


  • (x). FULL COMMISSION / STANDING COMMITTEE MEETINGS

  • This normally takes place with all the commission members in attendance. It deliberates on matters on the agenda set for the meetings as they relate to recruitments, postings, promotions, service transfers and discipline. Issues relating to approvals for retirements, of both gratuity and death benefits are also dwelled on during such meetings. However, Standing committee meetings are held only when the need arises. .


  • (xi). ROUNDTABLE MEETINGS

  • The Commission held periodic meetings with stake holders in Local Government administration, to discuss among others, ways and means for effective and efficient service delivery at the grassroots and these have led to better understanding and appreciation of our responsibilities and their contributions in achieving the desired objectives.


  • (xii). JOINT MEETINGS WITH MINISTRY FOR LOCAL GOVERNMENT

  • In order to improve on our services, the commission held regular meetings and consultations with its supervising ministry on quarterly basis. Such meetings were centered on policy matters as it affects Local Government Councils and those that needed its input(s).
