1 Who heads the Commission and what is the Chairman's role?

The Chairman is the Chief Executive of the Commission. He is the Chairman of the full commission meeting. He is to be assisted by the Permanent Commissioners during his absence.

2 What does the office of the Permanent Secretary do?

The office of the Permanent Secretary is responsible for coordinating the secretarial functions and the running of affair of the Commission. Duties of the Permanent Secretary includes being the:

  1. Chief Administrative adviser of the commission and responsible for the implementation of all decisions taken by the Commission, invariably, he is the defacto image of the commission to the outside world .
  2. He is the Accounting Officer and administrative Head who supervises the overall functions of the commission and implementation of directives from the Chairman's Office and Permanent Commissioners.
  3. All communications to the Commission are forwarded to the Chairman and the Commissioners respectively, who in turn passes same to the office of the Permanent Secretary for proper analysis, due process and implementations.
  4. He oversees all Departments through their respective Directors.
3 What are the statutory functions of the Commission?

The Commission has the following as its Statutory Functions as Provided by Law No.7 of the Year 2007.

  • Appointment, Recruitments, Promotion, Training, Posting and Discilpine of the Local Government unified staff on GL 07 and above.
  • Administer the activities of the various Local government areas as guided by the law.
  • Delegation of its powers to the local government council for officers on GL 01 - 06 on all issues concerning Recruitment/Appointment, Posting, Promotion and Disciplinary control within their jurisdiction.
  • To maintain a comprehensive and up to date seniority lists and Nominal rolls for the local government service employess.
  • maintaining a Monthly local government gazette and newsletters conveying staff movements including new appointments, Promotion, confirmation of appointments, retirements and Disciplinary actions.
  • Production of Annual Report on the Commission activities.
